Congratulations rang through the halls of the Fire Academy on Nov. 5, as 21 members of the fire service were promoted.

“None of the Department’s traditions are happier or more exuberant than our promotions ceremonies,” said Fire Commissioner Nicholas Scoppetta.

One assistant chief, one deputy assistant chief, three deputy chiefs, 15 lieutenants and one marine pilot were promoted during the ceremony.

Among them was Assistant Chief Joseph Pfeifer, Chief of Counterterrorism and Preparedness. In the past eight years he has written two strategic plans, including the first one the Department ever issued; started the Center for Terrorism and Disaster Preparedness; brought the Fire Service into an information sharing partnership with DHS; and graduated from two of the most prestigious post-graduate programs in the nation- the Naval Post Graduate school and Harvard’s Kennedy School of Government.

Newly promoted Deputy Assistant Chief Robert Maynes was hailed for developing and training the FDNY’s Incident Management Teams. And Deputy Chief Stephen Raynis, another graduate of the Naval Post-Graduate school, was praised for his skill as he takes over as head of the Safety Command.

“We look forward to having you help us move the Department forward,” said Chief of Department Salvatore Cassano.
